When measuring for new leaf springs you need to either take them off of the trailer, or jack up the side of the trailer so that the axle is not carrying any weight.
Based on the pictures of the leaf springs on your 2017 Grand Design Momentum 398M with Triple 7000lb axles they do look a bit flat, but when weight is not on them they should get a curve back in them.

While I could not find any information with the wheel number you gave I do know Lionshead has discontinued a bunch of their wheels which is most likely why you cant find your wheel. We do have a similar Aluminum Lynx Trailer Wheel # 274-000006 or Wheel and Tire # LHAS701 which is as close to the Liger # LH49FR you found as we can get.

Electric Trailer Brakes like the # AKEBRK-6R you were looking at are pretty easy to wire to your trailer. On the back of the brake assembly there is two wires that go to the brake magnet. Pick one of the wires and ground it to the frame of your trailer by adding a ring terminal # DW05737-1 and a self tapping screw. If the wire is not long enough to reach the frame then you will need to add a piece of # 16-1-1.

While they are unable to give exact numbers for the length of travel on the leaf springs the shocks do have 5-1/2" of maximum travel. The shore power circuit for your trailer should not have anything to do with the trailer's brakes as they are on completely different circuits and use an entirely different type of current (AC vs. DC). However, if you have a short on the AC power circuit and the circuit is sending power to the trailer frame/body which is commonly referred to as "Hot Skin" then that could then cause the brakes to engage via the ground wire. While we do have an option for you to get a smoother, more comfortable ride for your 2017 Grand Design Momentum 399TH, the Center Point # LC1565401 is going to raise your trailer by 2 inches, and there isn't any alternative method of install or anything that won't affect your ride height. The access doors from Furrion are 1/8" larger than their dimensions so the 16" x 16" would really be 16-1/8" x 16-1/8". If the height is less than 16" and the width is just over 16" then I recommend the Furrion RV Tankless Water Heater # FR48SR. If the height is 16" or larger then I recommend going with the 18" x 18" # FR98SR.

I do have a solution for you but unfortunately the Curt Q20 hitch head is not compatible with a pin box that has a rotating turret like the Reese 5th Airborne Premium 5th Wheel Air Ride King Pin. This is due to the spherical axial bearing that allows the hitch head to easily pivot.
